LEADERSHIP
Jesse Singer, D.O., M.P.H.
Assistant Commissioner & Executive Director of Development
Dr. Singer is responsible for developing a prevention-oriented electronic health record that incorporates public health functions and priorities, such as quality measurement with monthly automated aggregate reporting to the NYC DOHMH. Dr. Singer holds a D.O. and M.P.H. from Nova Southeastern University and a B.S. in neurobiological sciences from University of Florida, Gainesville.
Sarah Shih, M.P.H.
Executive Director of Health Care Quality Information and Evaluation
Ms. Shih manages the quality reporting program and various evaluation projects, including the PCIP Health eHearts study. Ms. Shih ensures that the quality information collected by PCIP is accurate and secure. Ms. Shih has an M.P.H. in epidemiology and biostatistics from the Oregon Health and Science University School of Medicine. She completed her undergraduate studies at Reed College.
Mytri Singh, M.P.H
Executive Director of Implementation
Ms. Singh oversees the Systems Integration and Implementation teams that help small private practices, community health centers and hospital out-patient departments implement the EHR. She holds a M.P.H. from Yale University.
Elizabeth Wolff, M.D., M.P.A.
Executive Director of Quality Improvement and Health Outcomes
Dr. Wolff oversees the Quality Improvement, Billing, Training, and Panel Management staff. She also identifies scalable solutions to ease implementation challenges and develops programs to assist practices in providing high quality care and optimizing revenue. Dr. Wolff is board-certified in family medicine, and holds her M.D. from Weill Cornell Medical College, her M.P.A. from the Robert F. Wagner School of Public Service at New York University, and her B.S. from the College of William and Mary.

OUTREACH
Brent Stackhouse
Senior Director of Finance and Business Development
Mr. Stackhouse leads the operations and outreach efforts of the Primary Care Information Project, the DOHMH bureau that oversees NYC REACH. He is responsible for directing the Outreach Team’s education and recruitment of over 4,500 providers. He completed his undergraduate degree at Walsh School of Foreign Service at Georgetown University.
Pareeta Nalluswami, M.P.H.
Associate Director of Outreach
Mrs. Nalluswami oversees the Outreach Team. Her team is responsible for educating providers on Electronic Health Records and recruiting over 4,500 providers. She completed her undergraduate degree at Georgia State University in Computer Information Systems, and holds a graduate degree from the Rollins School of Public Health at Emory University in Health Policy and Management.
Rachel Helfont
Manager of Outreach Communications
Ms. Helfont oversees NYC REACH communications including the website, newsletter, and provider relations. Ms. Helfont has a B.A. in public relations and history from the University of Maryland, College Park.
Tiffany Cheng
Communications Coordinator
Ms. Cheng develops outreach and communications resources including the PCIP newsletter, PCIP and NYC REACH websites, NYC REACH Member Digest, and more. Ms. Cheng is a graduate of Ithaca College where she received her B.S. in communication management and design with a minor in health policy and management.
Justine Kim
Membership Coordinator
Dana Barnes, M.P.H
Outreach Specialist
Ms. Barnes focuses on linking primary care providers in New York City with information about EHR adoption and NYC REACH membership. She received her M.P.H. from Yale University, with a concentration in Health Policy & Administration.
Michelle Fiks, M.P.H.
Outreach Specialist
Ms. Fiks works on strategic and operational initiatives within PCIP and NYC REACH. She works with software vendors to enable clinicians to achieve Meaningful Use from their EHRs. She received her M.P.H. from Columbia University.
Jessica Ohlssen, M.Sc.
Outreach Specialist
Ms. Ohlssen works directly with primary care providers in New York City and serves as a liaison between the provider, NYC REACH, and EHR vendors. Her role is to assist providers in adopting a practice appropriate EHR as well as to achieve Meaningful Use. Ms. Ohlssen received her B.S. is Psychology and Chemistry from DePaul University and her graduate degree in Urban Policy and Public Health from Milano the New School of Urban Policy and Management.
Jessica Richman, M.P.H
Outreach Specialist
Ms. Richman serves as a link between healthcare providers and PCIP/NYC REACH. She helps to develop and implement outreach strategies that promote Electronic Health Record adoption. In addition to disseminating information, she aids with recruitment and enrollment. Ms. Richman holds a B.A. from Wesleyan University and an M.P.H. in informatics from Columbia University’s Mailman School of Public Health.
